Caught a little bit of traffic on 263.925 including Ram 22 calling for radio check on VSAT. I can’t quite make out the first station. Any help is much appreciated.

Maybe the operator is referring to maritime rule 16:
Rule 16 (Action by give-way vessel)
Every vessel which is directed to keep out of the way of another vessel shall, as far as possible, take early and substantial action to keep well clear.
