    Hello Sir and being very brief regarding about the 2 MHz intercept of New York Vol-met at such low frequency allocation one these things could had happened and of course and surely I’m guessing but still I want to give some ideas or hints:

    1) They might be testing that frequency as maybe a future re-allocation of the Vol-met set of frequencies so maybe it can be a temporary experiment too.

    2) Also testing that frequency for not exactly Vol-met services but also other services which may only carry data ie: HFDL since the aviation industry is very much moving more and more toward fully bi-directional data only services.

    3) An harmonic (possibly).

    4)Ooops somebody forgot to set the frequency right… (highly-unlikely)

    5)Or maybe a future back-up transmitter.

    Of course there could any other reasons than the one mentioned here but yes a big question mark on this one.
